I used the beautiful art of Steve Baier. You must purchase a licence to use his art which can be done
here
Lets begin!
1. Open a new canvas 600x600 and fill white.
2. Copy and paste the large frame as a new layer, colorise to suit. With your magic wand, click inside the centre,
selections, modify, expand by 25. Add a new raster layer. Set your background and foreground colours to 2 from your
tube and on the foreground fill tool, set to gradient with the following settings.

3. Fill this layer with the gradient and move under your frame layer, selections, select none.
4. Duplicate your frame layer and on the original, not the duplicate, adjust, blur, guassian blur - 20. Effects,
VM Extravaganza - Transmission with the following settings.
Line width - 3
Offset - 0
Contrast - 40
5. Open up the small frame, copy and paste your tube of choice as a new layer and place the piece you want showing in the centre,
move it below the frame layer and using your selection tool set to rectangle, draw out a rectangle inside the frame, selections invert,
hit delete on your keyboard. Selections, select none. Effects, Xero - Radiance with the default settings.
6. Copy merged and paste as a new layer onto your canvas. Bring it to the top and move it to the top left, see mine for reference.
Duplicate, image mirror, move down to the bottom.
7. Copy and paste your tube as a new layer and add a drop shadow of choice. Remember to leave room on the 2 small frames for your animation later.
8. Copy and paste my dots as a new layer and place inside the frame on the bottom left, see mine for reference. Duplicate, image mirror, image flip.
9. Grab your pen tool, line style dash dot dot, width - 2 and using a dark colour, draw out lines all around your frame like mine. Convert to raster.
Drop this layer under your tube layer.
10. Add any word brush of choice and place it top right of your canvas, see mine for reference. Copy and paste the bow and place under your tube layer.
11. Add a new raster layer and fill with the same gradient as before, move it under the large frame layer.
Apply my mask, or mask of choice to this layer. Delete the mask and answer yes to the question asked. Ungroup layers.
12. Add your copyright information, watermark and name. Crop if necessary, copy merged and paste into animation shop as a new animation.
13. Hold down ctrl, shift and hit L on your keyboard until you have 7 frames.
Open the star animation, edit, select all, copy, back on your tag, edit select all, hit ctrl and E to paste into your animation.
I placed the first one at the bottom right of my tag, then back on the star animation, animation, mirror, copy, make your tag active again,
hit ctrl and E, this time place the animation to the top left of your tag.
14. Back on the star animation, animation, rotate, right 90 degrees, copy, back on your tag, ctrl and E, back on star animation, animation,
flip, back on your tag, hit ctrl and E.
15. Save as a gif and your all done.
