Lets begin!
1. Open a new canvas600x600 and fill white.
2. Open your stripey pattern for background, keep selected and fill with a colour from your image, selections, select none, copy merged and paste this as a new layer and resize by 120%
3. Copy and paste the frame as a new layer, resize this by 60%
4. paste your image as a new layer and resize it to fit the part you want in the centre, if you have some left outside your frame, select it with your selection tool, and hit delete on your keyboard, move this layer under your frame layer.
5. Hide your white layer and your stripey layer and merge the frame and image together.
