I used the beautiful art of Keith Garvey. You must purchase a licence to use his art which can be done

Lets begin!
1. Open a new canvas 600x600 and fill white. Add a new raster layer and fill with a colour of choice, I used #e4423e . Layers, new mask layer, from image, look for my mask in the drop down box and hit OK. Delete the mask in the layers palette and answer yes to the question asked. Ungroup layers.
2. Add a new raster layer and apply some brushes of choice. Copy and paste Melissa's doodle as a new layer and add a drop shadow of choice. Copy and paste my template as a new layer.
3. Grab your magic wand and select the coloured area inside my template, copy and paste your tube of chice as a new layer, selections, invert, hit delete on your keyboard. Selections, select none.
4. Effects, Xero - Radiance with the default settings and lower the opacity of this layer to around 30%.
5. Copy and paste my word art as a new layer and place into postition. Duplicate and move into position, see my tag above for reference.
6. Copy and paste your tube as a new layer and add a drop shadow of choice. I alos resized mine by 80%. Add your copyright information, watermark and name.
7. Hide your top tube layer for now. Copy merged and paste into animation shop as a new animation. Hold down Ctrl and shift, and hit L on your keyboard until you have 10 frames. Open up my star animation and recolour now if you need to ( Edit, select all, animation, replace colour) edit, select all, copy, back on your tag, edit, select all, hold down ctrl and hit E on your keyboard to paste the animation onto your tag. Place above the top word art. Back on your animation, animation, reverse frames, copy, back on your tag, hold down ctrl and hit E to again paste into your tag. Place this one underneath the bottom word art.
8. Back into PSP, unhide your top tube layer and copy it into animation shop as a new animation. Hold down Ctrl and shift, and hit L on your keyobard until you have 10 frames. Edit, select all, copy, back on your tag, hold down Ctrl and hit E to paste onto your tag. Save as a gif and your all done.
