I used the wonderful art of Suzanne Woolcott. You must purchase a licence to use her art, which can be done here

Lets begin!

1. Open a new canvas 600x600 and fill white.

2. Click on your preset shape tool and find the octagon, line width 8, and 2 colours from your tube, draw out the shape and centre in your canvas. Convert to raster.

3. Duplicate this layer, resize the duplicate by 80% add a drop shadow of choice to this layer. With your bottom Octagon active, effects, mehdi's weaver - slide the slider to 30

4. on your small Octagon, click inside it with yourt magic wand, effects, geometric effects, circle - default settings, transparent checked, selections, promote selection to layer, fill with a colour from your tube, deselect. add a drop shadow.

5. Copy and paste your tube of choice and add a drop shadow of choice, I also resized mine by 70% at this point and sharpened.

6. With your preset shape tool set to rectangle, line width 4 and 2 colours from your tube, draw out a small rectangle, convert to raster and move it near the top of the octagon (see mine for reference) add a drop shadow of choice.

7. Again, preset shape tool, this tme set to circle and another different colour from your tube, draw out a small circle, convert to raster and move this above your rectangle, add a drop shadow.

8. Grab your pen tool, line style diamonds, line width 2 or 3 and the same colour as your small circle, draw a small line to join your circle and rectangle together, convert to raster and move this under your circle and rectangle layers, also add a drop shadow.

9. Add some kind of heart to the centre, if you dont have one, make one from your preset shape tool.

10. Add any embelishments of choice at this point.

11. Now for the tricky bit lol, try to use a small font that you can see clearly, I used FFF Galaxy size 8, stroke 0 , write out your wording in one colour, convert to raster, and repeat placing ALL the letters in the exact same place in your text box, convert this to raster also and carefully place over your other wording.

12. Add your copyright information, watermark, and your name, it's time to animate your tag.

13. Copy merged and paste into animation shop as a new animation, back in psp, hide the top text layer in your little box, copy merged and paste into animation shop after current frame, you dont need to change the frame properties, it looks fine as it is, save as a gif and your all done.
