I used the wonderful art of Suzanne Woolcott. You must purchase a licence to use her art which can be done
here
Lets begin!
1. Open a new canvas 600x600 and fill white.
2. Copy and paste one of the papers from Fee's kit as a new layer, grab your preset shape tool set to Circle, outer - a colour from the kit, inner - null, line width 10, draw out a circle around the same size as mine.
3. Grab your magic wand, click inside your circle, selections, modify by 5, click back on your paper layer, selections, invert, hit delete on your keyboard.Selections, select none.
4. Back on your circle layer, with your magic wand, click inside the frame, effects, texture effects, blinds - width - 2, Opacity - 34, Horizontal checked, and a light colour from Fee's kit. Repeat, but this time change the Width to 3.
5. Add a drop shadow to this layer, layers, merge down.
6. Copy and paste the red leaves as a new layer, resize by 90%, image, rotate, free rotate, left - 90 degrees. Effects, Muras' Meister - Copies ...with the following settings.

7. Add a drop shadow to this layer and move it under your circle layer.
8. Select your preset shape tool set to circle, line width 2, line style, small dash, colour white, draw out a circle to go inside your large circle, convert to raster.
9. Copy and paste the stitches as a new layer and place near the bottom of your circle, remove any that is outside of the circle by selecting it with your freehand selection tool and hitting delete on your keyboard.
10. Copy and paste the green lace and red lace over as new layers and place them where you want them. Copy and paste the studded tear and place it inside one of your lace layers.
11. With your selection tool, select one of the patches from Fee's kit, copy and paste as a new layer and add a drop shadow of choice, place where you want it. Repeat with the other two patches. I rotated one of them left 9 degrees, and one right 6 degrees, but thats up to you.
12. Copy and paste my word art as a new layer and place inside one of the patches that will be visible. Copy and paste the Bow from Fee's kit as a new layer, add a drop shadow of choice, and place on the right side of your tag.
13. Copy and paste your tube as a new layer and add a drop shadow of choice. I resized mine by 70% and sharpened at this point.
14. Add copyright information, your watermark and name, and your all done.
