I used the wonderful art of Keith Garvey. You must purchase a licence to use his art, which can be done
here
Lets begin!
1. Open a new image 600x600 and fill white.
2. Copy and paste your tube as a new layer and add a drop shadow of choice. Resize and sharpen as necessary.
3. Select your preset shape tool set to rectangle, choose 2 colours from your tube, 1 dark, 1 light, change the inner to gradient with the following settings

outer null, draw out a square/rectangle around your tube, you can make it slightly smaller than your tube if you like. Convert to raster and move this layer under your tube.
4. Duplicate your tube layer, image, mirror. (I moved this layer under my original tube layer, but thats up to you)
5. Lower the opacity of the bottom tube layer to around 50 and remove any of the excess tube as required from around your square/rectangle. Hide your top tube layer, grab your selection tool set to rectangle, hold down the shift key and select a horizontal rectangle and vertical rectangle, add a new raster layer and fill this with the dark colour you used earlier, selections, select none. Change the properties of this layer to 'Dodge'and reduce to opacity to around 50%. If you use black for your dark colour, you can change the properties to soft light instead of dodge.
6. With your top tube still hidden, grab your preset shape tool set to rectangle, inner null, outer, the same dark colour from earlier, line width 10, draw a frame around your square/rectangle. Convert to raster and add a drop shadow of choice.
7. Duplicate the frame layer, and on the original, not the copy, effects, toadies - what are you - x-dose -10 y-dose -10.
8. Image, rotate, free rotate, left by 9 degrees. drop this layer under your square/rectangle.
9. Unhide your top tube layer and position her where you like.
10. Copy and paste the ribbon as a new layer, I resized by 30%, colourise to suit. Duplicate and move to the other side and down slightly.
11. Copy and paste the single flower as a new layer and colourise to suit. Effects, Muras' Meister with the following settings.

Add a drop shadow and move this layer down under your bottom frame layer.
12. Effects, penta.com - Dots and Crosses with the default settings. Lower the opacity of this layer to around 50%
13. Make your top layer active, Copy and paste the bouquet as a new layer, colourise to suit, and resize as necessary,(I resized by 50%) add a drop shadow of choice.
14. Using your font of choice, write out your name and place where you like.
15. Add your copyright information, and watermark and your all done.
